Procedures for Addressing the Council/Board Members
Public comments are received during the Oral Communications section of the agenda. No action may be taken on off-agenda items unless authorized by law. Public comments for Public Hearings will only be taken at the time of the hearing. It is requested to state your name for the record, then proceed to address the Council/Board. All speakers shall observe civility, decorum, and good behavior.

Members of the public may address the Council/Board on any agenda item before or during Council/Board’s consideration of the item, and on any other matters within the Council/Board´s jurisdiction by using any of the following methods:

  1. 1) In-Person:  Complete a “Speaker Request Form” indicating the agenda item or subject matter you wish to address and submit it to the City Clerk before the item is called.

  3. 2) Written Public Comments:  Submit written comments electronically for the Council/Board consideration by emailing cityclerk@placentia.org, by 3:00 p.m. the day of the meeting to ensure distribution.

Fiscal Impact:

Potential for approximately $235,000 in revenue annually from Transient Occupancy Tax, based on FY 24-25 actuals.

 
Recommended Action:

It is recommended that the City Council:

  1. Find that Ordinance No. O-2026-04, is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the Public Resources Code, and the City of Placentia Local Guidelines for implementing CEQA; and
  2. Waive full reading, by title only, and adopt Ordinance No. O-2026-04, an Ordinance of the City of Placentia, California, amending Chapter 6.45 (Short-Term Residential Rentals) of the City of Placentia Municipal Code.

O-2026-05, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLACENTIA, CALIFORNIA, AMENDING TITLE 5  OF THE PLACENTIA MUNICIPAL CODE (SCHEDULE OF FEES) TO ADD SECTION 5.02.105 “GENERAL GOVERNMENT FACILITIES FEES” ESTABLISHING A CITY FACILITIES IMPACT FEES AS PART OF THE CITY’S DEVELOPMENT IMPACT FEE PROGRAM, AND ADOPTING NECESSARY FINDINGS FOR THE ESTABLISHMENT OF THE CITY FACILITIES IMPACT FEES; AND, SECOND READING AND ADOPTION OF ORDINANCE NO. Fiscal Impact:

The adoption of revised Development Impact Fees and Residential Affordable Housing Impact Fees will not have an immediate impact on revenues to the City as they are effective 60 days subsequent to adoption. These Development Impact Fees are established for cost recovery or statutory purposes only.

 
Recommended Action:

It is recommended that the City Council:

  1. Find that the recommended actions are exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15061(b)(3) of the Public Resources Code, and the City of Placentia Local Guidelines for implementing CEQA; and
  2. Waive full reading, by title only, and adopt Ordinance No. O-2026-05, an Ordinance of the City Council of the City of Placentia, California, amending Title 5  of the Placentia Municipal Code (schedule of fees) to add Section 5.02.105 “General Government Facilities Fees” establishing a City Facilities Impact Fees as part of the City’s Development Impact Fee Program, and adopting necessary findings for the Establishment of the City Facilities Impact Fees; and,
  3. Waive full reading, by title only, and adopt Ordinance No. O-2026-08, an Ordinance of the City Council of the City of Placentia, California, amending Title 5 of the Placentia Municipal Code (Schedule Of Fees) by amending Chapters 5.01 (Fees Set by Resolution), 5.03 (Transit Oriented Development (TOD) Development Impact Fees), 5.12 (Fire Department) and 5.24 (Public Works Department) as part of the City’s Development Impact Fee Program.

APPROVAL OF MEMORANDUM OF UNDERSTANDING WITH THE YORBA LINDA WATER DISTRICT

  1. Approve the Memorandum of Understanding between Yorba Linda Water District and City of Placentia; and
  2. Authorize the City Administrator to execute all necessary documents, in a form approved by the City Attorney.

AWARD OF CONTRACT TO HOUSTON AND HARRIS INC. FOR SEWER MAINTENANCE SERVICES

 
Fiscal Impact:

EXPENSE: $384,236.20 TOTAL COST FOR SERVICES (402-80600-6001)

 
Recommended Action:

It is recommended that the City Council:

  1. Approve a Professional Services Agreement with Houston and Harris PCS, Inc. for sewer maintenance services in an amount not-to-exceed $384,236.20 per year for an initial three (3) year contract term with the option to extend for one (1) additional two-year term; and 
  2. Authorize the City Administrator and/or her designee to execute all necessary documents, in a form approved by the City Attorney; and
  3. Authorize the City Administrator to approve contract amendments up to 10% of the initial three-year contract amount, or $115,270.86; and
  4. Authorize the City Administrator to approve the eligible contract term extension based upon contractor performance and at the discretion of the City.

PUBLIC HEARING REGARDING THE ANNEXATION OF TERRITORY TO EXISTING COMMUNITY FACILITIES DISTRICT NO. 2024-1 (OLD TOWN MAINTENANCE SERVICES) AND AUTHORIZE SPECIAL TAX ANNEXATION NO. 2

It is recommended that the City Council:

  1. Open the Public Hearing concerning the annexation of certain properties; and
  2. Receive the Staff Report, consider all public testimony, ask questions of Staff; and
  3. Conduct election for annexation of certain properties to Community Facilities District No. 2024-1 (Old Town Maintenance Services); and
  4. Close the Public Hearing; and
  5. Adopt Resolution No. R-2026-24, a Resolution of the City Council of the City of Placentia, California, Ordering the Annexation of Territory to its Community Facilities District No. 2024-01 (Old Town Maintenance Services) and Approving the Amended Map for said District (Annexation No. 2); and
  6. Authorize Inclusion of the Annexed Territory for Community Facilities District No. 2024-01 (Old Town Maintenance Services) for Fiscal Year 2026-27 on the Orange County Secured Property Tax Roll.
